Megan Skillman

Senior Research Scientist
Megan is a qualitative and mixed-methods researcher who designs and leads evaluations, landscape assessments, and portfolio analyses for federal, nongovernmental, and private foundations.

Megan is a senior research scientist with over 15 years of experience in public health and health services research. Her research focuses on patient-centered outcomes research and patient engagement, public health system capacity, and health care transformation through value-based payment models. She is a mixed-methods researcher who specializes in designing and analyzing large qualitative datasets to describe complex programs with many grantees or awardees.

Megan has supported work for the Centers for Medicare & Medicaid Services, Center for Medicare & Medicaid Innovation (CMMI), Centers for Disease Control and Prevention (CDC), Agency for Healthcare Research and Quality, Patient-Centered Outcomes Research Institute, and private foundations. She recently served as an evaluation lead supporting CDC’s Public Health Infrastructure Center on an evaluation of a large-scale grant program designed to strengthen the capacity of the nation’s governmental public health system, with the goal of improving community health outcomes. She has also supported evaluations of CMMI Health Care Innovation Awards and Next Generation Accountable Care Organization Model.

Prior to joining NORC, Megan was director of coding at the Public Health Advocacy Institute where she had a focus on tobacco control.
